Introduction

Many laws enacted by Congress require agencies to issue regulations (rules) which specify how laws are to be carried out.
The Federal Register is the medium for notifying the public of official agency actions.
All proposed and final rules are published in the Federal Register.

After publication as a final rule in the Federal Register, regulations are codified in the
Code of Federal Regulations (CFR) which is a subject arrangement of regulations in force.
